
- 37-year diplomatic career that sees through the United States
According to his official resume, Cui Tiankai was born in Shanghai in 1952. At the age of 17 in 1969, he went to Aihui County in Heilongjiang Province as a “sent-down youth” and stayed in the countryside for 5 years. After his “sent-down youth” period ended, he was admitted to Shanghai Normal University’s Department of Foreign Languages, majoring in English, where he stayed to teach and pursue postgraduate studies.
In the early 1980s, as a member of the first generation of simultaneous interpreters in new China, Cui Tiankai graduated successfully from the first UN interpreter training class held by the Beijing Foreign Studies University, and became an interpreter in the Chinese section of the Meetings and Publishing Division of the United Nations Secretariat. This was the starting point for Cui’s involvement in the diplomatic field.
In 1984, Cui Tiankai began his career in the Ministry of Foreign Affairs and embarked on a diplomatic career that spanned 37 years, serving in important positions such as spokesperson for the Ministry of Foreign Affairs, Minister-Counselor of the Permanent Mission of China to the United Nations, Director-General of the Asian Department of the Ministry of Foreign Affairs, Chinese Ambassador to Japan and the United States, and Vice Minister of Foreign Affairs.
It is worth noting that in 2013, Cui Tiankai succeeded Zhang Yesui as China’s Ambassador to the United States, the longest overseas posting in his diplomatic career.
Recently, Cui Tiankai made a speech in which he spoke candidly about U.S.-China relations, saying, “There is no room for retreat, only conquest.”
To thoroughly explain his four core points, the usually mild-mannered former Chinese Ambassador to the United States, Cui Tiankai, spoke very forcefully about U.S.-China relations at the “2021 International Situation and China’s Diplomacy Symposium,” departing from his previous gentle style. Perhaps due to his years of close contact with the United Statues, Cui Tiankai has a deeper understanding and experience of the pain of U.S.-China relations than others. He spoke about the essence of U.S.-China relations, making it clear and hitting close to home.
2. Cui Tiankai’s speech had four core points:
First, the United States will never allow China to rise. Cui Tiankai said, “The United States will not accept the rise of a great power (China) with a different social system, ideology, cultural traditions, and even race.”
Second, the United States has a racist consciousness toward China. Cui Tiankai said, “There are strong racist elements in U.S. policy towards China.”
Third, the United States has no bottom line in suppressing and containing China. Cui Tiankai said, “The United States will spare no effort, even without bottom line, to suppress, contain, divide, and encircle China.”
Fourth, completely abandon illusions and prepare for war. Cui Tiankai said, “We must keep a clear head, make full preparations, and be prepared for twists and turns, turbulence, and even roller-coaster-like scenarios to safeguard the hard-won achievements and rights of 1.4 billion Chinese people.”
3. In detail, this means that Chinese people should not harbor any illusions.
The first point tells us that as long as China rises, the United Statues sees it as China’s “original sin” and it will never allow it to happen. This means that no matter what China does, the United States will never be satisfied.
The second point tells us that in the eyes of Americans, Chinese people are still a “lower race” and do not deserve respect. This means that Americans fundamentally look down on Chinese people and do not respect them.
The third point tells us that the United States suppresses and contains China without principles, rules, or laws, using any means necessary to achieve their goal. There is no bottom line or conscience as long as they can contain and suppress China.
The fourth point tells us that based on the above reasons, China must abandon any illusions and prepare for the “inevitable war” with the United States. No matter the cost, China must thoroughly defeat and subdue the United States, breaking it apart and defeating it. Any other illusions, such as competition and cooperation, mutual communication, and understanding, can only be diplomatic language to delay and appease. In short, if China does not want to be conquered, it must conquer the United States.
This is the only correct choice for China in dealing with the United States. It is not a choice that we want, but one that we must make with no other options.
4. Understand the grand strategy of great power, accumulate strength, and deliver the final blow.
After reading Cui Tiankai’s speech, we can understand that the reason why we still talk about competition and cooperation with the United States, equality and dialogue, mutual benefit, and do not make a big deal out of small frictions, only make verbal protests without taking real action, including not hurrying to use force to attack Taiwan to achieve reunification, is actually a grand national strategic decision. This is because we are accumulating strength and developing ourselves into a great power, and we are accumulating the strength necessary to conquer the United States. Once this strength not only exists in theory but also in reality, and completely surpasses the United States, then, as Cui Tiankai said, we will deliver a blow that hurts, knocks it down, breaks it apart, and defeats it. This day is not far away, and the Chinese people will definitely and inevitably see that day. Therefore, all Chinese people should be aware of this, have confidence in it, and work hard to make this day come as soon as possible.
